Wills, elder law, benefits, taxes and scams aimed at older people.

Estate planning, power of attorney, elder law — these topics confuse everybody, and scammers know it. We cover updates on legal resources for seniors in Worcester, including free legal clinics and financial planners who specialize in retirement income. We also run regular warnings about financial scams targeting older residents, which unfortunately happen more often than you'd think.

Free legal help, and where to report a scam

Community Legal Aid

Free lawyers for civil problems - eviction, benefits, MassHealth, abuse and money taken from you. If you are over 60 they will help whatever your income; younger people need a low one.

The Attorney General's Elder Hotline

A free state line, answered by trained volunteers, for older people being cheated: scams and identity theft, debt collectors, a builder who took the money and went, a landlord, a care home, or somebody helping themselves to your money.

Worcester County Bar Association — lawyer referral

Ring and they will give you the name of a private solicitor who does your sort of problem - a will, a power of attorney, elder law.

My Ombudsman (MassHealth)

A free, independent helpline for MassHealth members, including people in One Care, Senior Care Options and PACE plans. It explains your MassHealth benefits and rights, helps sort out problems with MassHealth or your plan, and explains how to complain or appeal.

Weekdays, 9am to 4pm. You can leave a message at any time.

They cannot represent you at an appeal hearing, but they will explain the process. Spanish and Haitian Creole are spoken. There are also drop-in video 'office hours' listed on the site.

Massachusetts Commission Against Discrimination — Worcester Office

The state office where you can file a complaint if you have been treated unfairly because of your age, a disability or another protected reason, for example by a landlord, an employer or a shop.

Free. There are time limits for filing a complaint, so ring soon after it happens. Metered street parking nearby.

Office of Consumer Affairs and Business Regulation (OCABR)

The state consumer office. Its information specialists answer questions about consumer rights and complaints, such as problems with a business, a builder or a scam, and tell you where to turn.

Monday, Wednesday and Friday, 9am to 3pm.

Only open three days a week. For a scam aimed at an older person, the Attorney General's Elder Hotline (already listed) is another place to ring.

Massachusetts Division of Insurance — consumer help

The state regulator for insurance companies. Ring if you have a problem with a Medigap, long-term care, home or car insurance claim, or think an insurer or agent has treated you unfairly.

The main line, 617-521-7794, is open Monday to Friday, 8:45am to 5pm. For help choosing a Medicare plan, SHINE (under Government) is better.

Disability Law Center

A non-profit that gives free legal help to Massachusetts residents with disabilities whose rights have been ignored, for example in housing, care facilities or access to services.

Their website

Based in Boston but covers the whole state. You can also ask for help using the 'Request Assistance' form on the site. It cannot take every case.

Massachusetts Legal Help

A free website written by the state's legal aid programmes explaining your rights in plain language: evictions and repairs, utilities, debt collection, identity theft, benefits and more. It also helps you find a lawyer.

Where the county keeps property records. Homeowners can file a Declaration of Homestead here, which protects some of the value of the house from certain creditors.

Central Housing Court — Worcester Session

The court for landlord and tenant cases in Worcester, including evictions and bad conditions or repairs. Its Housing Specialist Department can help landlords and tenants settle disputes.

Worcester District Court

The local court for Worcester, Auburn and Millbury for civil and criminal cases. In Massachusetts, small claims — for example against a builder or a business that owes you money — are filed at the district court.

Tax and money

City of Worcester Assessing Division

The city office that handles property tax relief. Older homeowners with modest income and savings may get an exemption, or may be allowed to put the tax off until later.

Free tax preparation — Worcester Community Action Council

Volunteers trained by the tax office fill in your return for nothing, and look for the credits people miss - including the Senior Circuit Breaker, which gives money back on property tax or rent.

Free for households under about $69,000, in Worcester and 45 towns around it. In-person appointments fill up early in the season; there is a free online option, and questions can be emailed.

Senior Circuit Breaker Tax Credit (Massachusetts Department of Revenue)

A state income tax credit for people aged 65 and over who own or rent their home in Massachusetts and whose property tax or rent is high compared with their income. For tax year 2025 the most you could get was $2,820, and you get it even if you owe no tax.

You claim it on Schedule CB with your state tax return, and you can claim up to three years back if you missed it. There are income and home-value limits; for 2025, income up to $75,000 for a single person. WCAC's free tax help (already listed) can fill it in for you.

City of Worcester Senior Property Tax Abatement Work-Off Program

Homeowners aged 60 and over can do volunteer work for the City and have $15 an hour taken off their property tax bill, up to $2,000 a year. There are about 20 places a year and an income limit.

The only details online are for fiscal year 2026 (income under $60,000 single or $90,000 married; applications were due by 31 December). Ring the City's Human Resources Department, which runs it, to ask about the current round. You must own and live in the home.
